SUZANNE PRATT: Tonight, we continue our special series “Reviving the Economy: Real Estate,” with a look at California’s residential market. Joining us is Richard Green, U.S.C. Professor and director of the school’s Lusk Center for Real Estate. Richard, welcome to the program.

RICHARD GREEN, DIRECTOR, USC LUSK CENTER FOR REAL ESTATE: It’s pleasure to be here.

PRATT: So talk to me about California. How bad are things out there?

GREEN: Things are pretty bad out here. Depending on where you are in the state, house price have declined between 10 and as many as 50 percent. And really problematic is we have a lot of people who are under water on their mortgages. Thirty percent of people in California who have a mortgage have a mortgage whose balance spread is more than the value of their house.

PRATT: And would you expect that of those 30 percent, how many do you think are going to default on those mortgages?

GREEN: That’s really hard to say. One thing we know is that people who actually put money into their houses they tend not to default unless they have to, but a lot of people in California bought houses without a down payment, so the default rate could be as high as 10, 15 percent on those mortgages.

PRATT: So what is the biggest drag in California currently? Is it the employment situation, unemployment situation or is it inventory?

GREEN: I think it’s the unemployment situation. Actually inventory has come back to reasonable levels in the last few months. We’ve had big increases in sales particularly in the inland empire. That’s San Bernardino and Riverside Counties. But the employment picture here is pretty bleak. As you know, the unemployment rate nationally is 8 1/2 percent, but here in California it’s even worse at 10.5 percent. And again you get away from the coast, the unemployment rates are even higher than that.

PRATT: So what is your outlook for California? When do you think it’s likely to turn around?

GREEN: Well, I think one of the issues is how does the stimulus money flow? One thing that’s going to be helpful to us is in the stimulus bill the conforming loan limit for Fannie Mae and Freddie Mac loans was raised and in the housing rescue bill, people are going to be allowed to refinance those loans even if they don’t have a lot of equity and that will allow people to get lower interest rates and put more money in their pockets. The other thing is, we need a lot of infrastructure out here in California. We have a lot more people than we have the infrastructure to support it so to the extent that the Federal stimulus package provides for infrastructure and allows people to go to work on those infrastructure projects, it will be helpful to our unemployment picture and once jobs come back, I think you’ll start to see the housing market come back here pretty quickly.

PRATT: And I think you told me earlier today when we spoke that you think there’s a possibility that California could be one of the first residential markets to turn around. Why do you think that’s the case?

GREEN: I do and the reason is, as bad as things are out here, we didn’t have the overbuilding particularly along the coast that you saw in places like Nevada and Arizona and Florida. In part the regulatory environment here makes it very hard to build so if you look at the vacancy rate in Los Angeles, that’s vacancy in detached homes and apartments, it’s among the lowest in the country, which means as soon as there’s demand, we should see a return to some health in the housing market here.

PRATT: So we have probably a little bit time left for one question. Are there any particular signs that you watch for to tell you that things may be starting to bottom for people who might be looking for a house to buy a house?

GREEN: Well, there are two signs generally that we look at. One is that inventory number and the inventories have been dropping pretty rapidly here so that’s very good news. The other thing is does owning look good relative to renting as a bargain and right now with the lower prices and low interest rates I think it does. But the employment picture really clouds everything else at the moment and until we see those jobs come back, it’s going to be hard to be really bullish about the housing market here.

PRATT: Understandable. Thank you for joining us.

GREEN: My pleasure.

Real Estate Tip of The Month

With all the bad news we hear every day it is so easy for all of us to get down in the dumps. The State was months behind on having a budget, the housing crisis looms, the number of foreclosures continue to grow, the economy nationally as well as globally is shaky and an increase in the local, state, and national unemployment rates are constantly rising like water in a sinking ship. This daily news can really affect the outlook a person may have with so many negative thoughts and often times overrun the subconscious mind.

During a presentation a past California President and fellow Realtor shared how fortunate we are to be here, right now, in today’s Real Estate market. Real Estate Tip of The Month

As many of you were able to see, President Obama explained briefly his plan for a “stimulus package” that would most likely focus on afflicted homeowners in Phoenix in late February.

The plan introduced will focus on homeowners who have fallen behind and cannot afford their current monthly mortgage payments. Many took out loans they could never afford, while others have unfortunately lost their jobs. There are over three (3) million households currently into this category.

The second group is far larger. It is made up of over ten (10) million households that can afford their mortgages but whose houses are worth less than what is currently owed on their mortgages. Many are choosing to walk away voluntarily, rather than continue with their payments on their investment that will never pay off.

President Obama has given (fifty) $ 50 billion dollars to bailout financial systems, to help with mortgage issues. This money will be used to entice banks to reduce monthly payments of people who otherwise couldn’t afford to stay in their homes. In effect, the government will be splitting the losses on these mortgages with banks directly.

Many of us may be saying, “How does this affect us?” In reality it is necessary to save many American’s from the possibility of foreclosure.We all are anxiously anticipating the final review and release of this package, how it will work, and how it will affect us, all due out in early March. We will keep you updated.

The Capitis Group– Charity Events

That Capitis Group, they are constantly in the middle of community events and fundraisers. Again, the Capitis Group was highly involved with being affiliated with local charities that affect the community in which they reside.

During the month of February the group was able to be a part of such events like the Steve Chase Humanitarian Awards. This event is an annual fundraiser for the Desert Aids Project (DAP), a non-profit organization that provides medical care and comprehensive support services to people living with HIV/AIDS in the desert communities. The group allowed use for invited guests at the pre-event cocktail party at their Crescent Palms Estate located in the prestigious Las Palmas area of Palm Springs, managed by Homes Run of the Capitis Group.

The Capitis Group also was a part of the annual Palm Springs Preservation Foundation’s “Retro Martini Party” which was held at the Frank Sinatra Twin Palms Estate in Palm Springs, also managed by Homes Run of the Capitis Group. The Palm Springs Preservation Foundation is a non-profit organization whose mission is to educate and promote public awareness of the importance of preserving the historical resources and architecture of the city of Palm Springs and the Coachella Valley area. This event brought in well known designers, architects, as well as people with the passions of mid-century design and lust for adventure from around the globe. What a huge success and what fun!

Real Estate Tip of The Month

The 1st Time Home buyer’s, $7500 - Tax Credit is offered under the Hope for Homeowners Program within the U.S. FORECLOSURE PREVENTION ACT OF 2008!

Here are the basic details of the program:

1st Time Home buyer’s can reduce as much as $7,500.00 off their IRS tax bills, although it must be repaid.

The federal government has created a way for 1st time home buyers to take advantage of a sluggish housing market. The have created a monitory inducement to get people off the bench. Hundreds of thousands of new buyers will be able to take advantage of this new tax incentive. You will be required to purchase a home on or before June 30th, 2009.

The program started on April 9th, 2008. The federal government has created a way to jump start the poor housing market so as to clear out the large amounts of unsold housing inventory.

Here are the specific details of the program:

1. If you have not purchased a home during the last 3 years or are considering buying a home for the 1st time before June 30th 2009, you may take advantage of the tax credit. You actual tax credit can be as much as $7,500 against your federal taxes for year 2008 or 2009. [$3750 if you are filing as a single person]

2. You are eligible if you are not a current homeowner or have sold your previous home over 3 years ago and now rent. Close the purchase of a home before next June 30th, 2009 and you can claim a tax credit of up to 10% of the purchase price to a maximum of $7,500.

3. Understand, if your adjusted gross income exceeds $150,000 married couple or $75,000 for single people, the credit maximum begins to phase down.

4. The tax credit will not work in conjunction with any state or local housing agency’s tax-exempt bond mortgage program.

5. There is a payback provision when benefiting from the tax credit. Unlike some past tax credits, this one must be repaid over an extended period. Starting in the 2nd year after the purchase and continuing for up to 15 years, the taxpayer is expected to make pro-rata repayments to the government on their federal tax filings. The average cost over a 15 year period would be $500 per year.

6. If you should sell your home before the end of the repayment period and you have not benefited from a gain on your home equity and sale, you won’t be required to repay the remainder of the credit from the proceeds of the sale. Simply put, the federal government is taking on all or much of the risk that the value of your home will not increase over time.

7. So, the new tax incentive works very much like an interest -free loan. You pay the principal back in increments over time but there’s no interest charged to you.

8. This same program will not only benefit first time home buyers but will have a powerful effect on the general housing market since the buyers selling their homes to the 1st timers will purchase “move up” homes in the process. This will spur on the market to correct our current ills faster.

Summary: This federal tax incentive has been created to get 1st time home buyers into “housing” faster and will surely assist in a faster correction in the housing market. Further more, 100’s of thousands of property owners will be saved from being victims of a continued down turn in the foreclosure market since properties will be purchased by 1st time home buyers and move up buyers.
